Summary:
<br>
The Controller oversees the accurate and timely operation of all financial functions of our newspapers, including general ledger, payroll, accounts payable and receivable, budgets and financial reporting, credit and collections, and insurance. This person generates routine financial reports and budgets. This position creates or enhances policies and procedures that will improve the overall operation and effectiveness of the business. Generates analysis and statistics routinely and as required. Works as part of management team to develop solutions to business challenges, providing financial leadership and direction. Supervises a dynamite three-person staff. Monthly travel to our newspaper offices in Chico and Reno is required.

Your Skills: 
<br>
* BA/BS degree in Accounting required. 
<br>
* 4+ years business accounting experience at a supervisory or management level.  Experience with multiple divisions preferred.
<br> 
* Demonstrated expertise in GAAP and regulatory requirements as well as financial concepts, practices and procedures. 
<br>
* Ability to ensure compliance with all local, state (California and Nevada) and federal government laws and regulations related to wages, insurance and taxes. 
<br>
* Experience in an entrepreneurial environment preferred. 
<br>
* Strong supervisory and relationship-building skills. 
<br>
* Ability to partner with management to help improve our financial results.
<br>
* Ability to drive cost containment and analyze new revenue initiatives.
<br> 
* Highly computer literate. Proficiency in MS Word, Excel and Power Point.

* Experience with MAS90 a plus.

Compensation / Benefits:

The Financial Aid Advisor assists new and returning students in financing their tuition, books and other educational costs.  It is the responsibility of the Financial Aid Advisor to obtain, prepare and maintain the necessary documentation to secure the financial aid funds by interviewing the student, obtaining documentation and signatures and entering the information into the computer system, and “packaging” the student.  The Financial Aid Advisor processes loan applications and forwards MPN to the lenders and electronic application to grantors. •	Advise students and parents on the availability of grants and loans, and on their loan repayment obligations.  Assist them in completing all necessary aid applications for each program.<br> 
•	Assist the student in completing Free Federal Application for Student Aid (FAFSA), and collect documentation. <br>
•	Input FAFSA into the Financial Aid software, which performs needs analysis to determine the student’s eligibility, including managing export processes. <br>
•	The Financial Aid Advisor prepares a Financial Aid Award Package to finance new and returning students by the use of:<br>

•	Prepare the MPN and prepare the loan for submission and submit information to the appropriate agencies.  Receive acknowledgments, resolve rejects or problems, and complete for pending disbursement.  <br>
•	Enter and adjust if necessary all award information in the Financial Aid Software.<br>
•	Monitor NSLDS reporting activity and transfer monitoring list.<br>
•	Use professional judgment in responding to a student’s unique circumstances.<br>
•	Collect, prepare and maintain all required documentation as needed in the student’s Financial Aid File, and provide the appropriate documents to CAO. Complete the Financial Aid Checklist.  The file should be reviewed to ensure that it is appropriately completed prior to financing.<br>
•	Receive ISIR. Perform verification of data as required.  Resolve all comments, collect documentation and follow up to ensure student eligibility.  Ensure that there is a Final FAAP when file is complete.<br>
•	Complete PELL Grant origination process and export.  Receive acknowledgments and resolve rejects or issues. <br>
•	Monitor Satisfactory Academic Progress.<br>
•	Determine a student’s eligibility for FWS and SEOG and “package” (or “repackage”).<br>
•	Assist in the collection of funds, including resolution of problems with Pell disbursement records or problems with importing EFT that are due to FA processing issues.<br>
•	Update Financial Aid Award Package any time the student’s financial aid award changes or enrollment changes.<br>  
•	Perform refinancing at the end of the student’s loan period.<br>
•	Provide assistance to Financial Aid auditors and CAO Financial Aid Department in reviewing accuracy and timeliness of processing.<br>
•	Provide on-going advice and assistance to students.<br>
•	Maintain knowledge of current Federal and State regulations.<br><br>

The minimum qualifications needed to effectively fulfill the functions of the position include: <br><br>
•	Associate's degree preferred. <br>

Performs basic tasks related to accounts payable for Chartwell UC Davis.  These tasks include overseeing the processing of invoices for payment, reconciling monthly vendor statements, and cutting and sending out checks.  This position requires the use of the Oracle accounting system.  <br>

JOB SUMMARY<br>

EXAMPLES OF ESSENTIAL FUNCTIONS<br>
Analyze and process changes to employee master data to include tax, bank, and pay adjustments. Release, generate, and check payroll results for main and supplemental payrolls. Research, verify, and process off-cycle wage payments in accordance with bargaining unit contracts. Select, summarize, format, and post payroll results to the integrated components in accounting. Produce payroll reports for garnishments, wage type remuneration statements, and reconciliations. Submit and process reports for payroll, pension, and federal and state taxes submitted. Respond and prepare reports of employee data for various departments and outside agencies.  Respond to reports of ERMS operational problems or requests for assistance in ERMS time/payroll. Provide ERMS technical assistance to end-users. Conduct informal training for ERMS time/payroll end-users. Test ERMS time/payroll systems following configuration changes or support pack updates. Consult with technical advisors to identify, create, modify, or delete ERMS time/payroll functions. Gather, review, and analyze time/payroll data. Create and modify time/payroll reports. Respond to ad-hoc query requests. Prepare training materials and user procedures for informal training sessions. Read and interpret technical literature and SAP support material to determine impact on implementation. Attend technical training to expand knowledge of SAP. Provide functional expertise in ERMS team meetings on integration/enterprise support issues. Other duties as assigned.<br>

MINIMUM QUALIFICATIONS<br>

•	Maintains the company's system of accounts and keeps books and records on all company transactions and assets. <br>
•	Establishes major economic objectives and policies for the company and prepares reports that outline the company's financial position in the areas of income, expenses, and earnings based on past, present, and future operations. <br>

<description><![CDATA[Under the general direction of the Accounting Program Manager, the Payroll Specialist will be responsible for the correct classification and allocation of labor costs for the four non-profit agencies in the Child Abuse Prevention Center (“Center”).   Essential duties and responsibilities include:<br>

(50%) Monthly Reporting<br>
Reconcile payroll totals and cuts checks for all payroll deductions, garnishments, and 403(b) contributions monthly. Reconcile total cost of payroll to the General Ledger by account. Including stipends, wages, taxes (both employer and employee) per pay period.  Reconcile profit and loss by class for reimbursable payroll to insure all expenses are being properly invoiced. Oversee and coordinate workers’ compensation payroll audits. Calculate and process workers’ compensation payroll payments. Provide reports and follow up to Accounting Manager involving all reconciliations.<br>
<br>
(15%) Employee Payroll<br>
Process timesheet data into payroll program, balancing all batches and making any adjustments or corrections as necessary. Ensure hours and costs are distributed to appropriate cost centers within 5 days of payroll processing. Process data related to new employees and all employee changes from Human Resources, including but not limited to, job changes, salary changes, hour adjustments and benefits adjustments. Transmit payroll data to the outside payroll service semi-monthly and maintain related records including employee timesheet files. Calculate and process retroactive payments and special checks, as needed. Maintain relationship with ADP to resolve any issues in processing.<br>
<br>
(15%) AmeriCorps Payroll<br>
Ensure stipend payments are correct, within terms of AmeriCorps member agreement, and distributed to appropriate cost centers. Enter service hour log data into payroll system, balancing all batches, ensuring appropriate members are paid, and making any adjustments or corrections as necessary. Process data related to new AmeriCorps member enrollment and all changes from the AmeriCorps Support Team or Prevent Child Abuse California partners, including but not limited to, job changes, salary changes and hours adjustments. Transmit AmeriCorps payroll data to the outside payroll service semi-monthly and maintains related records including AmeriCorps payroll files. Collect and verify receipt of service hour logs semi-monthly. Insure MOUs in place for any members funded through partnerships prior to processing their stipends. Bill partners for member costs with 5 days of payroll processing. Ensure hours and costs are distributed to appropriate cost centers within 5 days of payroll processing.<br>
<br>
(10%) Customer Service<br>
Maintain positive working relationships with CAP Center staff, partners, and members.  Maintain current contact lists for all partners. Take proactive action to insure all partner member timesheets are in on time and correct. Provide monthly status report to Accounting Manager on partner billing status.<br>
<br>
(5%) Billing<br>
Assist with monthly/quarterly grant billings, coordinating such activities with the Chief Financial Officer (CFO). Collect appropriate documentation for invoicing, including labor reports, payables and other source documentation. Assist the Accounting Manager and CFO in preparing and maintaining billing spreadsheets. Assist the Accounting Manager and CFO with accounts receivable collections by sending appropriate notices and employing other processes necessary to ensure timely payment of accounts receivable invoices.<br>
<br>
(5%) Other Duties <br>
Under the direction of the CFO, provide source documentation, accounting reports, and other data required by auditors. Attend and participate in meetings as required. Provide support to agency-wide projects as needed. Perform other financial accounting and administrative duties as assigned.<br>

Three years of progressive accounting experience required.  Associate’s degree with a major in accounting, business administration, public administration or related field is required. An additional four years of experience may substitute for an associate’s degree.  Financial accounting and management experience in non-profit organization or government entity is desirable.  Knowledge of payroll processing procedures.  Working knowledge of payroll software programs.  Knowledge of ADP and BlackBaud preferred. Knowledge of wage and hour laws. Knowledge of accounts receivable and collections. Understanding of payroll impact on customer billing and financial statements. Basic knowledge of MS Office. Excellent knowledge of MS Excel.
