This position is NOT a government position, but is a position being filled by Sullivan International Group, Inc. who is a contractor for SWRCB.  <br>

Specific Duties and Responsibilities of the Position:<br>
 1) Provides compliance assistance in the field to owners and operators of Underground Storage Tanks (USTs). <br>
2) Use analytical methods and techniques to research and examine a wide range of enforcement, legal, environmental protection, and environmental management protocols for USTs. <br>
3) Investigate violations for UST cases and recommend enforcement and/or regulatory actions<br>
4) Develop recommendations and/or reports for enforcement and/or regulatory actions<br>
5) Participates in and/or provides administrative/policy advice in settlement negotiations to assure appropriate settlements.<br>
6) Provide guidance, support and oversight for compliance with enforcement activities by the State of California.<br>
7) Coordinates with Cal/EPA, Certified Unified Program Agencies (CUPAs), and local implementing agencies to target recalcitrant facilities and conduct on-site visits, if necessary.<br>
<br>
Specific Skills for the Position:<br>
1) Need to fully understand the principles, practices, and theories of UST construction, monitoring, and leak detection methods. \<br>
2) Need to be familiar with the Resource Conservation and Recover Act, Subtitle I, and of related regulations (i.e., Spill Prevention Control and Countermeasures, Clean Water Act, etc.)<br>
3) Ability to analyze compliance status of UST service station facilities within the State of California.<br>
4) Have experience reviewing and evaluating UST inspection work of professional staff within the State of California.<br>
5) Ability to assess effectiveness of the leak prevention program operations and identifying improvements in planning, organization, procedures, policies, and resource utilization.<br>

Experience and Education for the Position:<br>
1) 5-7 years of experience working with USTs.<br>

<description><![CDATA[The following position is currently available at Recology Environmental Solutions Inc. in Dixon, California.<br>
TITLE: Landfill & Organics Engineer<br>
<br>
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Provides project management and operational support for landfill and composting facilities - fill/operation sequencing, drainage, roadway/access, quality control of operational processes. Serves as project manager on development and facility improvement projects (landfill, brick/mortar, etc.). Assists in the development of leading edge facilities that promote sustainable processes such as anaerobic digestion, landfill gas to electricity, composting and waste processing facilities. Works on permit and related compliance processes (both independently and in consultation with Corporate Environmental group) for ongoing operation of existing and future sites. Interacts with local government officials and regulatory agencies related to environmental and waste management matters. Performs site screening surveys for prospective landfill and organics processing sites. Oversees work performed by environmental consultants to ensure quality control and conformance with budgets. Prepares monthly and quarterly budget projections for regulatory costs.<br>
<br>
QUALIFICATIONS Bachelor's degree in an earth science or civil engineering, or equivalent knowledge and experience. At least five years engineering project management experience is required. Experience in landfill design required. Expert knowledge of engineering practices and procedures. Ability to speak, read, and write English clearly. Ability to effectively communicate complex issues to a variety of audiences including public officials, regulatory agencies, and other.<br>
