POSITION SUMMARY:
The clinical manager functions as an integral member of Child Haven's team with both clinical and management responsibilities in the areas of mental health and developmental services for children. S/He ensures the successful clinical operations of Child Haven including quality therapeutic care, program management and staff supervision. S/He supervises both licensed and non-licensed personnel and ensures that all federal and state licensing statures are met. S/He is designated as acting administrator in the absence of the executive director.
ORGANIZATION RELATIONSHIP:
The clinical manager reports directly to the Executive Director and serves on the Clinical Advisory Committee of the Board
DUTIES AND RESPONSIBILITIES OF POSITION:
1. Therapeutic Care
- Provides assessment, consultation, resources and therapeutic interventions for children ages birth to 18 years and their families
- Plans, directs and/or participates in the development of new treatment services
- Promotes and models ethical, sound, professional and clinical judgment
2. Program Development and Management
- Evaluates the effectiveness of services provided, and in collaboration with program coordinators, devises improved techniques and methods of implementation consistent with national trends in the delivery of client care
- Works with program coordinators to develop goals, objectives and plans for services
- Serves on Clinical Advisory Committee and other internal and external committees and task forces as appropriate
- Works with clinical staff to plan, direct and/or participate in research studies
- Coordinates, develops and maintains quality assurance and program evaluation systems
- Works with granting and government agencies to ensure Child Haven is utilizing correct implementation procedures for chart and billing documentation and records are maintained in accordance with guidelines which meet all audit standards
- Works cooperatively with IT and support staff to promote accurate and timely billing and outcomes reports.
3. Internal Relations - Clinical Program
- Serves as a catalyst in implementing a comprehensive team approach to the delivery of mental health and developmental services
- Recruits and supervises the orientation and training of clinical personnel including staff and contractor employees
- Ensures clinicians caseloads are clinically and culturally appropriate and balanced
- Evaluates, counsels and promotes the growth and development of clinical staff
- Serves as clinical resource and supervisor to licensed and non-licensed therapeutic staff as well as intake and administrative staff
- Serves as HIPAA Officer ensuring compliance of HIPAA policies and procedures and addressing HIPAA requests from clients
- Assures staff complies with safety, health and legal policies and procedures and ensures client care is delivered in a professional safe manner consistent with the organizations high standards of care which meets or exceeds all regulatory practices.
4. Intake
- Manages the Intake process ensuring that clients needs fit within the agencyˇ¦s mission and services, clients are seen within acceptable timeframes, and clients receive quality, compassionate and professional care
- Ensures eligibility requirements and screening for clients are met and reported as required
- Serves as liaison to contract partners and community agencies
5. Administration
- Collaborates with the Executive Director to establish and maintain direction, operation practices, procedures, and standards for the organization, operation and performance pertinent to the delivery of client care
- Assists in developing overall work objectives, determining short- and long-range goals, and planning and implementing strategies to achieve goals
- Stays abreast of new and best practices therapeutic modalities and legal requirements
- Acts in the stead of the Executive Director when s/he is not on site
6. Professional Development
- Participates actively in clinical affairs to enhance the visibility and status of the organization on a local, state, and regional level
- Develops professional competence through participation in continuing educational programs including Law and Ethics and Clinical Supervision
HIRING CRITERIA:
1 Education and Experience
- Minimum Master's degree and Licensed in Social Work, Psychology, Marriage and Family Therapy or related field
- Minimum 3 years experience supervising staff clinicians and interns
- Minimum 2 years experience overseeing grant-funded treatment programs including production of outcome data and reports
- Minimum 5 years experience providing child abuse treatment for young children who have experienced trauma and/or neglect and their families
- Experience providing mental health and developmental assessments to children 0-5
2 Special Skills, Licenses and Certifications
- Knowledge of therapeutic interventions for children and families who have experienced trauma and neglect
- Demonstrates Cultural Competency
- Knowledge of child development, psychological assessments, and developmental assessments
- Excellent inter-personal skills to develop and maintain critical internal and external relationships and motivate staff to achieve goals and objectives
- Excellent verbal and oral communication and computer skills
- Demonstrates strong administrative capabilities
- Working knowledge of HIPAA rules and regulations
- Ability to handle varying situations with tact and diplomacy
- Valid California driver's license
