This is a half-time consulting position through the California State Water Contractors to provide IT hardware and software technical support to lead investigators for the State of California’s, Department of Water Resources (DWR), Municipal Water Quality Investigations Program (MWQI)

Specific responsibilities include:

1. Maintain MWQI’s current real-time instrumentation data transfer system. Complete development and implementation of a MS Access-based interim database for storage of high volumes of real time data. As part of a team, assist in the design and development of a long-term, real time instrumentation, storage and retrieval database (SQL-based or other similar platform). Assist in the development of a single database repository for real time data collected from various DWR units and other agencies.

2. Interact with various individuals from DWR Technology Services and DWR’s web based real-time data hosting service on maintaining and enhancing data storage systems.

3. Provide support for development of a Quality Assurance/Quality Control process for real time data.

4. Assist with production of a weekly water quality data report.

5. As necessary, provide IT support for field instrumentation computers and other data logging and transfer equipment.

Other responsibilities may include:

6. Provide back-up support for the maintenance and enhancement of the existing MS Access-based Water Data Library database.

7. As necessary, maintain and enhance the MWQI website including weekly additions to archived reports and data sets.

8. Assist lead investigators with securing appropriate new IT equipment for field stations and installing and testing equipment.

9. Provide support for communication systems between remote field stations and headquarters.

10. Provide support for network system at MWQI Program headquarters including tracking IT inventory (hardware and software) and developing purchase orders for replacement equipment.

11. Develop an online “Bulletin Board” for information exchange and posting of important MWQI Program project updates.

12. Provide MWQI Program management with status reports on a bi-weekly basis.

Special Requirements:

13. B.S. Degree in Computer Science or equivalent combination of education and experience. Knowledge of environmental or water quality data collection and management systems desirable. Position requires logical thinking skills and attention to detail with proven ability to troubleshoot and develop applications. Demonstrated expertise in Internet technologies, including Web tools and third-party applications. Experience with programming and scripting languages, including MS Access and Visual Basic. Demonstrated experience in Windows and Unix, operating systems. Demonstrated in-depth knowledge and experience with MySQL, PostgreSQL, or other SQL-based relational database system. Detailed technical knowledge and experience in use of data structures with relational database design. Solid understanding of database normalization concepts. Experience in logical and physical database design and implementation. Ability to multi-task and think independently in order to develop new solutions and procedures based upon experience in problem-solving techniques.

14. Work cooperatively with others, maintain regular, consistent, predictable attendance, and exercise good judgment.

15. Possession of a valid California driver’s license and proof of personal Auto Liability Insurance as required by the State of CA Department of Motor Vehicles.

16. Attend required MWQI-related meetings and present progress reports related to data management activities.

17. Attend appropriate conferences and workshops to present information regarding data management activities and to gain knowledge and exchange ideas with other real time monitoring programs.

18. Travel by vehicle is required to access field stations, travel by vehicle or airplane may be necessary for attendance at meetings, conferences, workshops or for training. All travel and training must be pre-approved.

19. Proof of insurance coverage for bodily injury, including death, and damage to property, which may arise from services performed.
