Title: Java Software Engineer

Location: Stanfield Systems Corporate Office in Folsom and client sites within Greater Sacramento.

Required Skills and Experience: Bachelors in Computer Science or related college degree

Requested Qualifications and Certifications: Desirable Sun/Java Certification and prior State of California project experience


Scope of Work:

A. Overview – CAPES is an enterprise data collection and organization system that manages and reports essential program and funding information. This automated system supports existing business practices and processes while being flexible to accommodate future program innovations.

B. Objective –Function as a skilled programmer to cover the gaps in our in-house resources.

C. Tasks and Responsibilities

1. Responsible for Analysis, Design, Programming, Testing, problem resolution and user support for CAPES

2. Prepare technical documentation

3. Participate in research and recommendation of new tools and techniques as they apply to System Development

4. Other duties as assigned.


D. Staff Qualifications – The contractor shall provide qualified candidates who can complete the identified tasks within this SOW. Candidate resumes must show relevant experience and references. DHCD requires the contractors provide staff with the following knowledge, skills, and abilities for this project:

1. Experience with online transaction processing internet/intranet applications

2. Experience with programming automated systems that support the general and typical business functions of management reporting, accounting, and document printing; and our specialized system functions dealing with program set up, application and contract processing, and related financial transactions, monitoring and reconciliation would be considered pluses

3. Ability to add, modify, and enhance an application while maintaining the existing architecture of the application

4. Strong experience in OOP (Object Oriented Programming) design and analysis principles

5. JAVA Certification and Oracle Developer Certification; or substantial experience in both

6. Strong background and work experience in developing J2EE applications with emphasis on JSP (including XML, HTML, and DHTML) and JAVA Servlets

7. JSTL (JAVA Standard Tag Library) work experience

8. Knowledge of JavaScript Programming language, SQL and PL/SQL

9. Knowledge of Web Logic Application Server architecture for deploying and running J2EE applications

10. Knowledge of ANT to build WAR files to deploy to Web Logic Server

11. Knowledge of Visual SourceSafe for checking in and checking out application objects

12. Experience using Eclipse IDE for code development

13. Knowledge of TOAD

14. Experience working with federal, state, and local government housing loan programs

15. Familiarity with State Agency business processes

16. Knowledge and experience with loan and grant automated tracking systems

17. Possess an understanding of relational database systems

18. Fluency in Oracle, JAVA, UNIX and associated tools

19. Knowledge of basic administrative functions required for the maintenance of networked systems running under UNIX and/or Windows NT environments

20. Strong analytical and organizational skills

21. As a member of a team, good interpersonal, written, and verbal communication skills


Background of project:

The State of California, Department of Housing and Community Development (DHCD) requires the services of one Java Developer to augment the Department’s Information Technology staff in support of its Consolidated Automated Program Enterprise System (CAPES). CAPES is an automated data collection and organization system that manages and reports essential program and funding information for the department.

As with many other public and private organizations, HCD has seen a need to update its electronic data systems, in terms of capability, flexibility and user friendliness. In May 2007, after a year and a half of development, several existing mutually exclusive HCD data systems were folded into one new one called the Consolidated Automated Program Enterprise System.

CAPES is designed to hold, provide and process data for fund management, application processing, loan and grant underwriting, contracts, the monitoring and management of past loans and grants, and reporting. Because the new system performs more functions than its combined predecessors did, the transition is continuing as part of ongoing business processes.


Term: One year, with possible additional projects to follow.

Estimated start date early June 2008


Compensation:

Te be determined. Initial range of $45 to $50 per hour W2.

Could lead to full time employment in the range of $70,000 to $80,000 per year plus benefits, depending on how candidate's full skill set matches Stanfield Systems long term needs.
