Background of project:

The State of California, Department of Housing and Community Development (DHCD) requires the services of one Java Developer to augment the Department�s Information Technology staff in support of its Consolidated Automated Program Enterprise System (CAPES). CAPES is an automated data collection and organization system that manages and reports essential program and funding information for the department.

As with many other public and private organizations, HCD has seen a need to update its electronic data systems, in terms of capability, flexibility and user friendliness. In May 2007, after a year and a half of development, several existing mutually exclusive HCD data systems were folded into one new one called the Consolidated Automated Program Enterprise System.

CAPES is designed to hold, provide and process data for fund management, application processing, loan and grant underwriting, contracts, the monitoring and management of past loans and grants, and reporting.
